Head of Human Resources
Contract type: permanent full-time position (40 hours/week)

Mudam Luxembourg – Musée d’Art Moderne Grand-Duc Jean is seeking an experienced Head of Human Resources.
Designed by the internationally renowned architect I. M. Pei and opened in 2006, Mudam Luxembourg offers a demanding and inspiring working environment at the heart of an institution fully dedicated to contemporary art and culture.
As part of the strengthening of its development strategy and the further structuring of its internal functions, Mudam is recruiting an experienced Head of Human Resources to support the institution’s ongoing evolution.
Your mission
As a member of the management team (MT), you contribute to the definition and the implementation Mudam’s human resources strategy. Reporting directly to the Director General, you oversee all HR activities, ensuring they are aligned with the institution’s strategic objectives. You are responsible for ensuring the efficiency of human resources management and for fostering a positive, high-performing and constructive social climate.
Key responsibilities
HR strategy and governance
- Develop and implement a comprehensive and strategic HR policy (organisational culture, remuneration, performance management and employer branding).
- Actively participate in MT decision-making and represent the HR function at a strategic level.
- Lead workforce and skills planning (GPEC) and oversee the evolution of the organisational structure.
Social dialogue and compliance
- Manage relations with employee representative bodies (staff delegation) and conduct social negotiations.
- Ensure continuous legal monitoring and full compliance of HR practices with Luxembourg labour law.
Talent and development management
- Oversee the entire employee life cycle (recruitment, onboarding, evaluation, development and departure).
- Design and implement training, leadership and talent development programmes.
Operational management
- Supervise personnel administration and payroll processes.
- Manage the HR department budget and optimise HRIS/SIRH tools.
Your profile
Education and experience
- Master’s degree in Law, HR Management or an equivalent qualification.
- At least ten years of managerial experience in a senior HR management role, gained in a public, cultural or international organisation in Luxembourg.
Technical skills
- In-depth expertise in Luxembourg labour law and employee relations.
- Proven ability to prepare and manage budgets.
Languages
- Excellent command of French and English.
- Knowledge of Luxembourgish or German would be an asset.
